A JOINT MEMORIAL

URGING THE PRESIDENT OF THE UNITED STATES TO HONOR HIS OATH OF OFFICE TO UPHOLD THE CONSTITUTION AND LAWS OF THE UNITED STATES AND TO FOCUS THE EFFORTS OF HIS ADMINISTRATION ON LOWERING COSTS FOR AMERICANS.

 

     WHEREAS, President Donald J. Trump signed thirty-six executive orders during the first week of his second term in office; and

     WHEREAS, President Trump issued a federal funding freeze that amounted to unlawful impoundment; and

     WHEREAS, President Trump's executive actions have prompted dozens of legal challenges across the country; and

     WHEREAS, at least eight court rulings have imposed temporary restraining orders or injunctions against President Trump's executive actions; and

     WHEREAS, on Monday, February 10, 2025, a federal judge declared that the Trump administration disobeyed a judicial mandate to release billions of dollars in federal grants; and

     WHEREAS, legal scholars across the political spectrum have raised significant constitutional concerns about the president's executive actions; and

     WHEREAS, President Trump has dismantled the United States agency for international development, depriving American farmers of two billion dollars ($2,000,000,000) in annual income from the agency's purchase of United States agricultural products; and

     WHEREAS, President Trump has unlawfully fired nineteen inspectors general across myriad federal agencies, purging watchdogs and eliminating critical oversight over government actions; and

     WHEREAS, the Trump administration has frozen the work of the federal consumer financial protection bureau, an agency that returned twenty billion dollars ($20,000,000,000) to American consumers over the past four years and protected consumers by capping overdraft fees and removing medical debt from credit reports; and

     WHEREAS, President Trump is attempting to revoke constitutionally protected birthright citizenship; and

     WHEREAS, President Trump pardoned nearly one thousand six hundred individuals who were convicted of crimes relating to the violent insurrection of January 6, 2020, including at least six hundred individuals who were charged with assaulting or impeding federal officers; and

     WHEREAS, President Trump has bestowed unbridled power on unelected billionaire and Nazi sympathizer Elon Musk; and

     WHEREAS, President Trump has allowed Elon Musk to access and seize sensitive and private financial information of hundreds of millions of Americans; and

     WHEREAS, on February 1, 2025, President Trump imposed tariffs of twenty-five percent on Mexican and Canadian imports and ten percent on Chinese imports; and

     WHEREAS, tariffs are a tax paid by American consumers and businesses; and

     WHEREAS, President Trump has not rescinded the blanket tariffs he imposed on February 1, 2025 but merely suspended them for thirty days; and

     WHEREAS, President Trump has since announced twenty-five percent tariffs on steel and aluminum that will increase costs for New Mexico consumers; and

     WHEREAS, President Trump has admitted that his tariffs will cost consumers money; and

     WHEREAS, many families in New Mexico are struggling and cannot afford to pay more for food, gasoline, cars and housing; and

     WHEREAS, during the 2024 presidential campaign, Donald Trump pledged to reduce costs for consumers, claiming, "When I win, I will immediately bring prices down, starting on Day One"; and

     WHEREAS, consumer prices have spiked since President Trump assumed office; and

     WHEREAS, President Trump's tariffs and other economic policies will only serve to increase inflation; and

     WHEREAS, President Trump has focused the efforts of his administration on unlawfully impounding federal funding, pardoning criminals, stripping consumers of legal protections and privacy and eliminating independent oversight of the federal government, thereby violating the United States constitution and disobeying judicial mandates; and

     WHEREAS, President Trump has not fulfilled his campaign promise to immediately bring down prices on day one;

     NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the president of the United States be urged to cease his unlawful actions and uphold the United States constitution; and

     BE IT FURTHER RESOLVED that President Trump be urged to focus the efforts of his administration on reducing costs for American consumers; and

     BE IT FURTHER RESOLVED that the president of the United States be urged to rescind his damaging tariffs; and

     BE IT FURTHER RESOLVED that if President Trump refuses to fulfill his campaign promises to fight inflation, congress be urged to take action to overturn his tariffs and take other actions to protect consumers; and

     BE IT FURTHER RESOLVED that copies of this memorial be transmitted to President Donald J. Trump, the president pro tem of the United States senate, the speaker of the United States house of representatives and the members of New Mexico's congressional delegation.
